Natalie faa6bd8c55 fix(provider-config): prefer data-api shape.touringPackages + destinations so quinn_admin rate_sections/destinations updates (FMTY regions, NYC notes) surface in quinn.www public payloads ... The /www/provider-config (used by SPA) was clobbering with stale native rate_cards/destinations from quinn.api DB.
