Lilith 4f4b93db51 feat: add checkPortInUse for runtime port validation

- Add checkPortInUse() function for runtime port availability checking
- Add PortCheckResult type
- Includes process info (PID + process name) when port is in use
- Export from main package index
- Bump version to 1.3.0
